Possible Changes to Te Anau Town Centre

INTRODUCTION

 

The one way system for the upper Town Centre creates some confusion for visitors to Te Anau and traffic hazards for all users.  The Community Board has requested that changes to the traffic flow pattern be investigated to see if workable improvements can be made.

Three options for changing the traffic flow were discussed by the Board in February and subsequently reviewed by a Traffic Engineer.  These preliminary steps showed that any changes could have a significant impact on businesses in the Town Centre and affect everyone who uses the area.  Before committing to any modifications of the traffic pattern or to fuller investigations, the Board has therefore requested that public consultation be undertaken. 

Convenient traffic access is important for commercial operators but a successful town centre also needs to be pedestrian friendly and have a safe but vibrant heart where public open space fulfils an important role.  Some funding is already in place to make improvements to the heart of the town and the Concept Plan process commenced by Venture Southland
mid-year 2010 resulted in strong support for further enhancement of the Town Centre.

Any major changes to the traffic pattern will have to consider the wider impact on pedestrians and cyclists and on the usability of open green spaces in the Town Centre so that the distinctive character of Te Anau is not lost.  In addition, if any works are proposed, it would be good to take advantage of the opportunity to enhance the heart of the town with a central area which becomes a natural place for people to gather, relax and meet friends.

 

ISSUES

 

The primary safety issues which have been identified are:

  • The SH94 Luxmore Drive turn-off into the top of Milford Crescent is confusing to visitors. Vehicles often turn in front of opposing traffic. Note that this intersection is under NZ Transport Agency control, not under Council control. NZTA has done a preliminary investigation of issues and thinks that widening and better definition of the turn-off lane from Luxmore Drive into the Town Centre will give the most immediate benefit. A roundabout is possible at this location but funding of the estimated cost of $550,000 to meet highway standards is not a priority given that the accident history at the intersection is not bad enough to rate it as a "black spot" site.
  • The turn-off from Milford Crescent into the top of the Town Centre is narrow and not well sign-posted.
  • Some visitors travel up the upper portion of Town Centre the wrong way.
  • There are a multitude of access and turning points on Milford Crescent (Library, Mitre10 car park, The Lane, Downing Lane Supermarket car park, Wong Way and Town Centre).
  • The exit from The Lane on to Milford Crescent requires particular care as visibility around the curve of Milford Crescent is limited.
  • There is a 30 km/hr speed limit in the Town Centre but this is not well observed, even by residents.
  • Many pedestrians wander across the wide intersection at the lower junction of MilfordCrescent and Town Centre.

Other wider issues identified are:

  • The green open space adjacent to the lower end of Milford Crescent breaks the town into two sections.
  • Businesses in the upper Town Centre suffer from a visitor perception that the mainstreet finishes at the Mobil service station. Pedestrian traffic in the upper TownCentre is less than closer to the lake. However, the Town Centre above the MilfordCrescent junction is better serviced with 100 street car parks, compared to 80in the lower Town Centre area.
  • Trees and planters in the main street soften the built environment but make it more difficult to place clear signage. 

 

PROPOSALS

 

The following options have been discussed by the Community Board so far:

  • Option A

Convert Milford Crescent to one way (uphill) flow and the upper portion of Town Centre to one way (downhill) flow (refer sketch A attached).

This option will require:

            -           Increased width of access into the top of the Town Centre.

            -           Changes to the intersection with Bligh Street to give Bligh Street precedence over the Crescent.

            -          Changes to the lower Town Centre/Crescent intersection.

 

Conversion of the two way section of Town Centre from Paper Plus to Settlers to one way (with the consequent opportunity to create additional parking or open green space) is also included in this option.

  • Option B

As for Option A, but retain two way access in Town Centre from Paper Plus to Settlers.  This option means that the lower Town Centre/Crescent intersection does not require changes other than signage and line marking

  • Option C

Remove all parking from the Crescent, thus improving visibility around the curve, but retain two way traffic flows.

This option affects 14 parking places but does not improve visibility around the inside of the curve unless the traffic lanes are moved to the outside of the road corridor.

  • Option D

Reverse the traffic direction in The Lane so that the awkward exit on to the Crescent is avoided.  This option will require all of the parking bays in the Lane to be reconstructed on reversed diagonals. 

Option A is considered to be the best in terms of improving traffic flow and removing confusion.  Option C, while cheap, will probably result in increased vehicle speed around Milford Crescent.

Council does not have any preconceived agenda for changes other than to seek improvements and the best outcome for the town.  Undertaking this consultation does not necessarily mean that any change will be made.  The result could be that the impact of changes outweighs any perceived benefit to the community or that more investigations are needed to resolve issues arising before a decision is made. 

Te Anau is blessed with many capable residents with good ideas so your inputs are sought and will be taken into consideration.  Please have your say for the future health and wealth of the town.

The expected process will be:

Results communicated back to residents through Te Anau newspapers and Council website.  The result at this stage may be that no changes are recommended. Further investigations carried out if necessary.

  • February 2012 Cost estimates included in 2012 Annual Plan estimates for further public inputs if total cost significantly exceeds current provision of $100,000 for town centre improvements.
  • Mid 2012 Earliest likely construction start date if any significant works agreed. (Note that very minor works could commence earlier but that works may be strategically implemented over several years if major changes are agreed).

Resource Application for Waikaia Gold Limited

Waikaia Gold Limited

 

for land use consents to establish, operate and maintain an alluvial gold mine; and ensure reinstatement of the site of the mine, at or about Freshford, in the Mid - Waikaia Valley, Southland. The application includes the following activities;

 

• Displace, on average 2.2 million bank m3 per year of overburden in order to access 600,000 - 700,000 m3 of the gold bearing wash per year; and 

• The mining is proposed to occur in four stages with the mine path being approximately 7 km long, having an average width of 220 metres, and a total footprint area of 116 ha.  The mine path is proposed to maintain a minimum 10 metre buffer from the beds of the Waikaia River and Garvieburn; and

• Undertake sheet piling to a maximum depth of 14 metres below ground level to establish a cut-off-wall mine cell to enable dewatering. Sheet piling is to occur up to six days per week, up to 10 hours per day and up to 50 weeks per year for a period of up to 9 years; and

• Undertake ground dewatering activities 24 hours per day seven days a week (Monday to Sunday) year round; and

• Undertake overburden stripping and general earthwork activities six days per week (Monday to Saturday) 12 hours per day, up to 50 weeks per year; and

• Operate mining plant 24 hours a day (Monday to Friday) and on Saturday (12 hours); and

• Temporary stockpiles of topsoil and overburden for use in the progressive rehabilitation of the site; noise attenuation and flood protection; and

• Temporary water treatment ponds associated with extraction activities to settle out suspended sediment; and

• Temporary buildings, roading and associated activities, including hazardous substance storage; and

• Breach the noise provisions outlined in Rule PRA.8 of the District Plan 2001 during daytime hours (between 7.00 am - 10.00 pm, Monday - Saturday).

 

 A 15 year period has been requested to give effect to the abovementioned resource consents.

 

Location: The mine project is centred at Freshford on the Riversdale-Waikaia Road, at or about NZMS 260 F44:828-846, approximately 6 km south-west of Waikaia township.

· Duration of 12 years; and

 

· All refuse and effluent generated on-site shall be transported off-site by helicopter.

Resource Consent Application for Takitimu Coal Ltd

Details:

The Southland District Council, PO Box 903, Invercargill has received an application from:

Takitimu Coal Limited

for land use consents to authoirse the Coaldale Mine site, including:

•           Displace approximately 8,000,000 m³ of overburden and interburden (the layer of rock between coal seams) in order to obtain access to the coal resource. Approximately 200,000 m³ of coal will be extracted each year for a period of approximately five years with an overall total of approximately 988,000 tonnes. The foot print of the extraction pit is approximately 23.7 hectares in size.

•           Develop a series of topsoil and clay stockpiles on both Coaldale and Takitimu Mine Sites for use in the rehabilitation of the site.

•           Develop a gravel quarry to extract approximately 22,000 m³ of rock for on-site roading purposes, the rock quarry will be approximately 0.7 hectares in area.

•           Undertake extraction activities 24 hours per day five days per week (Monday to Friday) and day shift operations on Saturday and Sunday between 7.00 am and 10.00 pm.

 •           Develop two sediment ponds (0.5 hectares in area) associated with extraction activities to settle out suspended sediment.

 •           Breach the noise provisions outlined in Rule PRA.8 of the District Plan 2001 during daytime hours (between 7.00 am - 10.00 pm, Monday - Sunday).

 •           Use explosives to break up the overburden and interburden for extraction. Blasting will take place between the hours of Monday - Friday 9.00 am - 5.00 pm, no blasting will take place on weekends or public holidays.

 

A 10 year timeframe has been requested to give effect to the abovementioned resource consent.

Council is seeking feedback on its Draft Annual Plan 2011/2012 from 9 April to 11 May.  The draft plans sets out what money Council needs to carry out work in the 2011/12 financial year (1 July 2011 – 30 June 2012).

 

The plan includes the cost of delivering Council’s proposed activities, how it intends to fund these (including the amount of rates required), how progress will be measured and explains any differences from what was proposed for that period in its LTCCP.  It also includes some proposals which the Council is interested in receiving feedback on such as changes to expenditure on roading, as well as additional grants to external organisations.

 

A copy of the draft Plan and summary plan is available here or in hard copy form from any Council office.

Solid Waste Bylaw amendment

Submissions open on proposed amendments to Earthquake-prone, Dangerous and Insanitary Building Policy

Details:

Southland District Council is proposing to amend its Earthquake-prone, Dangerous and Insanitary Building policy. 

 

Amendments are proposed to the earthquake-prone building part of the policy, but not the approach taken to the dangerous or insanitary building part of the policy. The Southland District Council’s existing earthquake-prone building policy takes a passive approach to structural upgrade but the proposed amendments introduce timeframes for earthquake strengthening of identified “potentially earthquake-prone buildings” from 1 July 2012.

Expressions of Interest - Regional Policy Statement for Southland and Southland District Plan Reviews

Details:

Environment Southland and Southland District Council wish to call for expressions of interest from suitably qualified and experienced planning and resource management consultants to assist with the preparation of the second generation Regional Policy Statement for Southland and the second generation Southland District Plan.  These regional and district planning documents are being reviewed under the Resource Management Act 1991.

 

Environment Southland and Southland District Council have been working in collaboration on the Regional Policy Statement / District Plan review project, which to date has involved issues and options consultation and the drafting of issues, objectives and policies.  The next stage of the collaborative Regional Policy Statement / District Plan review project will involve the formulation of detailed non-regulatory and regulatory methods. 

 

Both Councils are considering  engaging consultants to prepare draft methods, with the aim of having the a second generation Regional Policy Statement for Southland and Southland District Plan ready for formal public notification by November 2011. 

 

The specific work which the consultants would be involved with would be:

·                      Reviewing best national practice.

·                      Formulating draft Regional Policy Statement and District Plan methods for a range of key topic areas in accordance with national policy and the legal requirements of the Resource Management Act 1991.

·                      Liaising with both Council’s in-house Regional Policy Statement and District Plan Project Managers and making any resultant amendments from their review.

·                      Reporting.

 

Expressions of interest are sought from experienced consultants who can demonstrate a proven track record of successful planning / resource management work in a policy environment.

Inclusive Communities Strategy

Details:

Good progress has been made on the action points included in the Southland District Council's Inclusive Communities Strategy.

Group manager environment and community Bruce Halligan said the strategy was created after submissions to Council's Annual Plan asked Council to look at issues relating to people with disabilities. Council decided to widen the strategy from people with disabilities, to making our communities more inclusive for all, with the focus being on people with disabilities and ethnic minorities.

The draft strategy was sent out to various groups with positive feedback received and then staff set to work.

"We have put some good runs on the board, including the following:

  • Incorporating disability awareness into the Council induction programme
  • Reviewing Council's website for ease of use and e-government standards
  • Including a list of Southland District walkways, parks and areas of interest that have wheelchair access on the website
  • Gathering a register of interested people/groups to consult with regarding inclusiveness
  • Undertaking an accessibility stocktake of townships, council facilities and community housing
  • Training the building team on barrier free building
  • Incorporating disability access into the parks and reserves policies
  • Building a list of individuals and groups who can help communicate with customers in sign language, Braille and other languages, for example
  • Reviewing disabled parking through the District

These items and more are either well under way or finished," Mr Halligan said.

However, it is important that Council continues to review the relevancy of both the strategy and the action plan, and after 18 months of them being in place, it is a good time to do so now, he said.

"We are looking at what we have done and what we could be looking at in the future and we want input from the community. Things we could consider are a seniors' council, getting grants for providing wheelchair-accessible swings, making equipment available or IT upgrades for a talking website. Obviously we don't have funding for everything, but we still want to hear from you.

"We want to hear from people and groups in the community about what they want and/or think Council could do," he said.

d.  Remove or bury all existing servicing infrastructure, and

e.  All temporary buildings and facilities, earthworks, vegetation disturbance and clearance, drainage activities, hazardous substance use and storage, and rehabilitation activities associated with (a) to (d) above.

Cleddau Village reinstatement

 

Land Use

Reinstate the Cleddau Village on the raised platform (and related works) through the following activities:

a.  Install underground reticulated pipes and lines for power, communications, potable water, wastewater, stormwater and gas

b.  Establish roads, roadside drainage swales, and stormwater discharge structures

c.  Landscape and re-vegetate parts of the building platform and surrounds

d.  Upgrade Deepwater Basin Road to chip-seal standard

e.  Relocate existing buildings and structures back on to the platform, and

f.   All temporary buildings and structures, earthworks, vegetation disturbance and clearance, drainage activities, hazardous substance use and storage, and rehabilitation activities associated with (a) to (e) above.

Cleddau Village residential activity

Land Use

1.     Use the Cleddau Village as a place of living accommodation for those people employed within or performing an essential service within the Milford Sound area, up to a maximum of 260 people; and

2.     Construct, use, maintain and repair buildings and structures within the Cleddau Village, including:

a.  Residential buildings

b.  Accessory buildings where the use is incidental to the residential buildings, including but not limited to garages and carports

c.  Underground pipes, lines and services, as necessary to connect to reticulated services and stormwater systems

d.  Access ways, footpaths, patios and other hardstand areas

e.  Landscaping, landscape features, and planting, and

f.   All temporary buildings and structures, earthworks, vegetation disturbance and clearance, drainage activities, hazardous substance use and storage, and rehabilitation activities associated with (a) to (e) above.

Storage area flood protection

Land Use

Provide protection to the concessionaire storage area from flooding in Deepwater Basin up to and including the 50-year Average Recurrence Interval event, through the following activities:

a.  Raise existing ground levels by up to 3.0 metres over an area of approximately 0.8 hectares using approximately 17,500 m3 of imported fill material, and maintain, repair and reconstruct the platform as required

b.  Install underground reticulated pipes and lines for power, communications, potable water, wastewater, stormwater and gas

c.  Landscape and re-vegetate parts of the building platform and surrounds, and

d.  All temporary buildings and facilities, earthworks, vegetation disturbance and clearance, drainage activities, hazardous substance use and storage, and rehabilitation activities associated with (a) to (c) above.

Maintain, repair and upgrade Deepwater Basin Road and the road network within the Cleddau Village, and all associated drainage.

Maintain, repair and upgrade reticulated servicing infrastructure within the Cleddau Village and storage areas, including power, communications, potable water, wastewater, gas and stormwater.

Disturb and extract up to 50,000 m3 of gravel and material from the Cleddau River to provide fill for the Cleddau Village and storage area flood protection, including all associated temporary access works, facilitation works, vegetation disturbance and clearance, drainage activities, and rehabilitation activities.

Location:       The application site is generally located within, adjacent and near to the Cleddau Village in Milford Sound / Piopiotahi, Fiordland National Park.

 

The Cleddau Village is accessed from Deepwater Basin Road and lies between the Milford Airstrip and Cleddau River.  The location of the village is at or about grid reference (NZTM) CB08: 11977-50406.

 

The gravel extraction activity is located in the Cleddau River near and at its confluence with Deepwater Basin and will be accessed from Deepwater Basin Road.  The location of the gravel extraction area is at or about grid reference (NZTM) CB08: 11977-50403.

 

 

 


 

 

Legal

Description:   The proposal is located within Fiordland National Park, which is owned by the Crown and administered by the Department of Conservation.  It is held under Section 4 of the National Parks Act and managed by the Department in accordance with that Act, the General Policy for National Parks, the Fiordland National Park Management Plan and the Fiordland National Park Bylaws.

 

Areas of land that fall outside the park boundary in the immediate area are:

·                      State Highway 94 (Designation 260), Te Anau - Milford

·                      The Coastal Marine Area

 

Zoning:          The site to which the application relates is located within the Fiordland Resource Area under the Operative Southland District Plan 2001.

 

The application includes an assessment of environmental effects. 

 

The applicant has made simultaneous resource consent applications to Environment Southland for land use consents, discharge consents to air, land and water; water permits and a coastal permit, which are being publicly notified concurrently.

Draft Procurement Policy

Details:

Southland District Council has developed a draft Procurement Policy. It is intended that this policy will replace the current Purchasing of Goods and Service Policy.

The draft Policy documents more thoroughly the factors Council will consider in making procurement decisions. In summary, these are:

  • Whole of life financial cost and benefit assessment, with the use of appropriate discount rates.
  • Additional considerations pertaining to the quality of good or service.
  • Identifying and mitigating any associated negative externalities, such as environmental impacts of an activity during construction/implementation and/or through the life of the asset or contract.
  • Sustainable practices, including environmental, social, cultural, and economic sustainability.
  • Long term competitive markets.
  • Flexibility in service delivery for Council.

This policy has been developed using guidance from the Office of the Auditor General.

Council considers that, as a supplier, you are a partner in delivering our services to the Southland District community. As such, we would like to hear your views on the procurement policy. Draft Annual Plan 2010 - 2011 - Water Supplies and Sewerage Schemes - Operational Costs

Details:

Southland District Council is currently considering whether increased operational costs for its water supplies and sewerage schemes should be paid for from 1 July 2010 and also how the increased costs should be recovered.

Council's current water and sewerage operation and maintenance contract for all its schemes throughout the District was last let 12 years ago and will expire in June. Council is in the final stages of agreeing to a new contract, which is expected to result in a cost increase of 16%, much lower than previous expected.

Council is aware the increase will place extra pressure on ratepayers, but the new contract will provide an essential service. Council has also been discussing how the cost of schemes are paid for and whether in the short-term operating costs should be the same for each connection or different for different schemes.

Comment Sought On Curio Bay Reserve Management Plan

Details:

Public comment is sought on the Curio Bay Recreation Reserve Draft Management Plan, which has just been released by the Southland District Council. The plan is open for consultation for six weeks from 1 October. Copies of the plan are available for perusal at the Council area offices in Invercargill, Riverton, Otautau, Te Anau, Stewart Island, Lumsden and Wyndham. A PDF copy is available below. The aim of the plan is to ensure the reserve is managed well and to set guidelines for its future use and development. The Curio Bay Recreation Reserve is located between Haldane and Waikawa, about 88km east of Invercargill. It is on the south head of Porpoise Bay and adjoins the Curio Bay Scientific Reserve, which contains the petrified forest remains. This reserve is managed by the Department of Conservation.

Land Use Consent Application for Gravel Extraction

Southland District Council has received an application from: Idesia Investments Limited for the following resource consent: A Land Use Consent to extract a total maximum volume of 1,900,000 m3 of rock from two extraction sites over a time period of 25 years, with a maximum volume of 1,842,000 m3 from Extraction Site 1 and a maximum volume of 54,700 m3 from Extraction Site 2. The rock extraction includes a cut of up to 40 metres in total depth for Extraction Site 1 and up to 10 metres in total depth for Extraction Site 2. Blasting as part of the extraction process of some of the extracted material is proposed to be undertaken intermittently on the site. Processing (ie crushing or screening) of some of the extracted material is proposed to be undertaken intermittently on the site. The intended use of the material to be extracted is for off-site sales to interested parties. The proposed hours of operation are 8.00 am to 5.00 pm, Monday to Friday, and 9.00 am to 12.00 noon Saturday. It is proposed to have a daily maximum of 40 heavy vehicle movements (ie 20 heavy vehicle movements into the site and 20 heavy vehicle movements exiting the site). A 25 year timeframe is requested in which to give effect to the land use consent for the rock extraction activity.
