10/01/2012 Temporary Road Closure - Collie Road, Wairio




Pursuant to the Transport (Vehicular Traffic Road Closure) Regulations 1965, notice is given that Council will close Collie Road from Flynn Road to Birchwood Wairio Road to normal traffic between the hours of 8.00 am Monday, 16 January 2012 until 5.00 pm Friday, 20 January 2012.The purpose of the closure is to enable the installation of a concrete stock underpass. A detour will be available via Flynn Road, Waikouro Wairio Road and Otautau Nightcaps Road. It will be an offence for vehicles to use the road during the period of closure without the prior written approval of the Group Manager Services and Assets.

22/12/2011 Wallacetown Green Waste Site Christmas Hours

Please note the Wallacetown Green waste site will be closed on Sunday, 25 December 2011 and Sunday, 1 January 2012. The site will be open on Friday, 30 December 2011 and Sunday, 8 January 2012 as normal.

21/12/2011 Temporary Road Closure - Mokonui Street, Te Anau

Pursuant to the Transport (Vehicular Traffic Road Closure) Regulations 1965, notice is given that Council will close Mokonui Street from Town Centre to Dusky Street to normal traffic between the hours of 7.00 am until 7.00 pm on Saturday, 14 January 2012.  If event is postponed due to inclement weather will be held on Sunday, 15 January 2012 at the same times.

The purpose of the closure is to enable the running of Street Harness Racing.

A detour will be available via Te Anau Terrace, Dusky Street and Bligh Street.

It will be an offence for vehicles to use the road during the period of closure without the prior written approval of the Group Manager Services and Assets.

PARKING INFRINGEMENTS FOR TE ANAU

 

Please Note -Te Anau PARKING INFRINGEMENTS can be paid at the Te Anau Library over the Christmas break.  Customers may only pay by cheque or cash as they do not have Eftpos facilities.  Otherwise payments can be made by putting an envelope containing money and ticket through the slot at the front of the Te Anau Office or posting payments to the Invercargill office or visiting any SDC Office after the Christmas break.

 

WHEELIE BINS DATES - CHRISTMAS/NEW YEAR 2011 / 2012

 

There will be no collection on Monday, 26 December 2011 or Monday, 2 January 2012, so collection days for these weeks will be one day later than normal for all residents.  (eg: Monday collections will be done on Tuesday; and Wednesdays will be on Thursday and so forth).

There will be a Saturday collection on both 31 December 2011 and 7 January 2012 (to empty Friday bins).

Normal collection days resume on Monday, 9 January 2012.

PLEASE NOTE:  Due to increased demand in some areas, the time during the day of the collection may vary, so please ensure that your wheelie bin is out by 7.30 am on your collection day.

Southland District Council provides a 24 hour answer service year round on 0800 SDC SDC (Free phone: 0800 732 732), which means you can lodge a request for service any time of the day or night, or visit www.southlanddc.govt.nz to lodge your own Request for Service.

When calling over the holiday period, please advise the call taker of the exact location and nature of your request and the appropriate on call person will be advised.

Pursuant to the Transport (Vehicular Traffic Road Closure) Regulations 1965, notice is given that Council proposes to close Bath Road from Delhi St to Princess Street, Princess Street from Bath Road to Palmerston Street (SH99), Palmerston Street (SH99) from Princess Street to Jetty Street, Jetty Street from Palmerston St (SH99) to Havelock Street, Havelock Street from Jetty Street to Napier Street to normal traffic between the hours of 6.30 pm and 8.30 pm on Saturday, 24 December 2011.

The purpose of the closure is to enable the Annual Christmas Parade to be held.

A detour will be available via Delhi Street, Havelock Street, Napier Street and Leader Street through to Jetty Street.

16/12/2011 Temporary Road Closure - Blaydon Street, Waikaia

Pursuant to the Transport (Vehicular Traffic Road Closure) Regulations 1965, notice is given that Council will close Blaydon Street from Newburn Street to Leamington Street to normal traffic between the hours of 4.00 pm on Saturday, 31 December 2011 until 8.00 am on Sunday, 1 January 2012.

The purpose of the closure is to enable the annual New Years Eve Party to be held.

09/12/2011 Notice of Intention to Fill Extraordinary Vacancy - Edendale Community Board

Notice is hereby given pursuant to Section 118 of the Local Electoral Act 2001 that at its meeting held on Wednesday, 7 December 2011 the Council resolved to appoint Darren Matthew Tiller to fill the extraordinary vacancy on the Edendale Community Board. The extraordinary vacancy was created following no nominations being received for the
by-election held in November 2011.

 

The criteria Council used in making the decision was that the person appointed was the only person to express an interest in filling the extraordinary vacancy.

 

The appointment will be confirmed at the Council meeting scheduled for 25 January 2012.

Pursuant to the Transport (Vehicular Traffic Road Closure) Regulations 1965, notice is given that Council will close Waikawa Valley Road from Buckingham Road to Mokoreta-Tahakopa Road to normal traffic between the hours of 10.00 am to 6.00 pm on Saturday 26 November 2011.

 

The purpose of the closure is to enable the Eastern Southland Car Club to hold a Gravel Hill Climb.

 

A detour will not be available but the road will be reopened as soon as safely possible in the event of an emergency.

18/11/2011 10% Penalty on Second Instalment 2011/2012 Rates

Ratepayers in the Southland District are reminded that the last day for payment of the second instalment of the 2011/2012 rates is Friday, 25th November 2011.  Rates which remain unpaid after 5.00 pm on that date will have the statutory 10% penalty added.

14/10/2011 Proposal to Temporary Close Road – Waikawa Valley Road - Waikawa Valley

Pursuant to the Transport (Vehicular Traffic Road Closure) Regulations 1965, notice is given that Council proposes to close Waikawa Valley Road from Buckingham Road to Mokoreta-Tahakopa Road to normal traffic between the hours of 10:00am to 6:00pm on Saturday 26 November 20211.

 

The purpose of the closure is to enable the Eastern Southland Car Club to hold a Gravel Hill Climb.

 

A detour will not be available but the road will be reopened as soon as safely possible in the event of an emergency.

12/10/2011 Cancellation of Resource Management Meeting

12/10/2011 Grazing Tender – Part Hirstfield Recreation Reserve

Tenders are called for grazing part of the Hirstfield Recreation reserve described as part of Section 18, Block X, Town of Hirstfield.  The reserve is located at 9 Cardiff Street, Orepuki and contains 3.9 hectares more or less. 30/09/2011 Temporary Road Closure – Mataura Island Titiroa Road - Mataura Island

Pursuant to the Transport (Vehicular Traffic Road Closure) Regulations 1965, notice is given that Council will close Mataura Island Titiroa Road from Davidson Road to Mataura Island Road to normal traffic between the hours of 7:00am on Monday 10 October until 6:00pm on Sunday 16 October 2011. 01/09/2011 Changes to Te Anau Traffic Flow

The Te Anau Community Board invites submissions on whether the traffic flow pattern around the town centre should be changed in order to make safety improvements and reduce visitor confusion. A background discussion paper on various options already considered by the Board is available from Council's Te Anau office or from the council website. for land use consent to construct and maintain the Around the Mountain Cycle Trail as follows:

 

  • Construction of 184 km of cycle trail from Walter Peak to Kingston following the course of the Oreti River to Mossburn and Lumsden and then via Five Rivers, Athol and Garston which is proposed to comprise of:
  • o A track with a maximum width of 2.8 metres;
  • o Gravel construction and finish; and
  • o Associated earthworks.

 

  • Six toilet buildings which are proposed to be 2 metres wide by 2 metres long, not exceeding a maximum height of 2.5 metres and to be constructed in materials and non recessive hues in keeping with the surrounding landscape.

 

  • Two shelters which are proposed to be a maximum floor area of 20m² each and not exceeding a maximum height of 5 metres.

 

  • A gravelled car park off the Mount Nicholas Road not exceeding an area of 60m².

 

  • 14 temporary gravel extraction pits which are proposed to be:
  • o Maximum depth of each pit of 2 metres;
  • o Not exceeding a maximum volume of 5,000m³ for each pit; and
  • o including crushing of extracted gravel.

 

  • 42 bridges which are proposed to be of timber deck, concrete deck and suspension bridge construction.

 

  • 103 metres of boardwalk which is proposed to be of timber construction with a maximum width of 2.5 metres and maximum height above ground level of 1metre.

 

 

  • The removal/modification and ongoing maintenance of indigenous vegetation.

 

  • An alternative option (Option B) for a section of cycle trail in the EyreMountains Conservation Park comprising 6.2 km of cycle trail and eight additional bridges.

 

Location:                    Beginning at Walter Peak and terminating at Kingston following the course of the Oreti River to Mossburn and Lumsden and then via Five Rivers, Athol and Garston.

12/08/2011 Southland District Council Dog Control Report

Pursuant to the provisions of Section 10A(3) of the Dog Control Act 1996, notice is hereby given that the Southland District Council Dog Control Report for 2010/2011 was adopted by the Southland District Council at its meeting held 10 August 2011.

 

The report relates to the Southland District Council Dog Control Policy and dog control practices, together with the dog control statistics required by Section 10A of the Dog Control Act 1996.

Pursuant to the Transport (Vehicular Traffic Road Closure) Regulations 1965, notice is given that Council will close Teviotdale Road from Fairfax Isla Bank Road to Otautau Drummond Road to normal traffic between the hours of 8.00 am on Monday, 22 August 2011 until 5.00 pm on Friday, 26 August 2011.

Diversity - The project will support the diverse arts and cultural traditions of local communities, enriching and promoting their uniqueness and cultural diversity.

 

Young People - The project will enable and encourage young people (under 18 years) to engage with and actively participate in the arts.

SPARC - RURAL TRAVEL FUND

 

The Rural Travel Fund is designed to assist with transport expenses associated with participating in regular local competitions.  Sports clubs and school based clubs with young people aged between 5 - 19 years are eligible to apply.

NOTICE is hereby given pursuant to Section 118 of the Local Electoral Act 2001 that at its meeting held on Wednesday, 29 June 2011 the Council resolved to appoint Jane R Ferguson fill the extraordinary vacancy on the Edendale Community Board. The extraordinary vacancy was created following no nominations being received for the by election held in 2011.was created as a result.

 

The criteria Council used in making the decision was that the person appointed was the only person to express an interest in filling the extraordinary vacancy.

22/06/2011 Application for Resource Consent for Waikaia Gold Limited

Public Notice of Application concerning

Resource Consent 

                      (Form 12 under Resource Management (Forms, Fees and Procedures)

Amendment Regulations 2006)

Sections 95 and 95A Resource Management Act 1991

 

The Southland District Council, PO Box 903, Invercargill has received an application from:

 

Waikaia Gold Limited

 

for land use consents to establish, operate and maintain an alluvial gold mine; and ensure reinstatement of the site of the mine, at or about Freshford, in the Mid - Waikaia Valley, Southland. The application includes the following activities;

 

• Displace, on average 2.2 million bank m3 per year of overburden in order to access 600,000 - 700,000 m3 of the gold bearing wash per year; and 

• The mining is proposed to occur in four stages with the mine path being approximately 7 km long, having an average width of 220 metres, and a total footprint area of 116 ha.  The mine path is proposed to maintain a minimum 10 metre buffer from the beds of the Waikaia River and Garvieburn; and

• Undertake sheet piling to a maximum depth of 14 metres below ground level to establish a cut-off-wall mine cell to enable dewatering. Sheet piling is to occur up to six days per week, up to 10 hours per day and up to 50 weeks per year for a period of up to 9 years; and

• Undertake ground dewatering activities 24 hours per day seven days a week (Monday to Sunday) year round; and

• Undertake overburden stripping and general earthwork activities six days per week (Monday to Saturday) 12 hours per day, up to 50 weeks per year; and

• Operate mining plant 24 hours a day (Monday to Friday) and on Saturday (12 hours); and

• Temporary stockpiles of topsoil and overburden for use in the progressive rehabilitation of the site; noise attenuation and flood protection; and

• Temporary water treatment ponds associated with extraction activities to settle out suspended sediment; and

• Temporary buildings, roading and associated activities, including hazardous substance storage; and

• Breach the noise provisions outlined in Rule PRA.8 of the District Plan 2001 during daytime hours (between 7.00 am - 10.00 pm, Monday - Saturday).

 

 A 15 year period has been requested to give effect to the abovementioned resource consents.

 

Location: The mine project is centred at Freshford on the Riversdale-Waikaia Road, at or about NZMS 260 F44:828-846, approximately 6 km south-west of Waikaia township.

25/05/2011 Dog Registration Fees 2011/2012

Pursuant to the provisions of Section 37 (6) of the Dog Control Act 1996, notice is hereby given that the Southland District Council has resolved that the fee for registering a dog for the 2011/2012 registration year commencing 1 July 2011 be set at $25.00 inclusive of GST. Notice is further given that a penalty of $12.50 inclusive of GST shall be imposed for the registration of any dog on or after 1 August 2011. Any person found in possession of an unregistered dog is liable to receive a $300.00 infringement notice fee, so all dog owners are encouraged to ensure that their dog is registered.

19/05/2011 Temporary Road Closure - Old Snow Pole Track

Pursuant to section 342(1)(b) of the Local Government Act 1974 and clause 13 of the tenth schedule thereto, Council hereby resolves to temporarily close and prohibit traffic using that section of road commencing at the point where Old Snow Pole track joins Canton Road and continuing along that section of Old Snow Pole track to the boundary of the Southland District Council with the Central Otago District Council for the period 13th May 2011 to 17th October 2011 owing to climatic conditions because the use of that section of road may cause damage to the road. Prohibition shall apply to all motor vehicular traffic such that it will be an offence for any unauthorised vehicle to use the above described section of road during the period of prohibition.  Authorised vehicles shall be those belonging to adjacent run holders and those to whom written authorisation has been given after special application to the Council.

21/04/2011 Temporary Road Closure - Longbush South Road

Pursuant to the Transport (Vehicular Traffic Road Closure) Regulations 1965, notice is given that Council will close Longbush South Road either side of the railway line to normal traffic between the hours of 8.00am until 4.00pm on Sunday, 15 May 2011. The purpose of the closure is to enable repairs to be carried out by KiwiRail to the rail line.

A detour will be available for residents south of the railway line via Rimu Road.

11/04/2011 Draft Annual Plan

Residents, ratepayers and interested persons are invited to comment on the Southland District Council's Draft Annual Plan 2011/2012. The Draft Annual Plan describes what Council is proposing to do in the community from 1 July 2011 to 30 June 2012.  It includes the cost of delivering Council's proposed activities, how it intends to fund these (including the amount of rates required), how progress will be measured and explains any differences from what was proposed for that period in its Ten Year Plan 2009-2019. A summary of what is proposed will be distributed to all District resident and non-resident ratepayers shortly. A copy of the full draft document can be obtained free of charge from any Council office or inspected at any of the District's libraries. It is also available online at www.southlanddc.govt.nz.

Details on how to make a submission are set out in the Draft Plan and summary. Submissions should be received by Council by Wednesday, 11 May 2011.

11/04/2011 Solid Waste Bylaw 2008 Amendment No 1 2011

Pursuant to the provisions of Section 157 of the Local Government Act 2002, notice is hereby given that the Southland District Council made the Solid Waste Bylaw 2008 Amendment No.1 2011 at its meeting on 18 May 2011.  The amendment Bylaw comes into operation on 20 May 2011 and should be read in conjunction with the 2008 Solid Waste Bylaw.

05/04/2011 Te Anau and Manapouri Township Maintenance

Tenders are invited for maintenance of parks and reserves, emptying of litter bins and cleaning of public toilets in Te Anau and Manapouri (two separate contracts) for a three year period. The contracts include extensive lawn mowing, gardening and maintenance of trees in the townships. Tenderers will be required to demonstrate horticulture experience and adequate resources to maintain the townships to a high level.

05/04/2011 Delivery of New Wheelie Bins

Southland District Council is changing the way it collects your recycling and rubbish. From 2 May 2011 rubbish will be collected every fortnight and recycling will be collected every alternate fortnight. If you live in Southland and are receiving the service you will receive two new bins this month. 

 

We anticipate that the bins will be delivered to Northern Southland from Saturday 2 April to Saturday 9 April, Central and Eastern Southland from Wednesday 6 April to Wednesday 13 April and Western Southland from Tuesday 12 April to Tuesday 26 April.

The Southland District Council is offering harvesting and utilisation options from two adjacent mature radiata pine stands at Waikaia Forest over the 2011/12 summer season.  Tenders are invited for the harvesting of approximately 14,000 tonnes of radiata pine, now aged 30 years, situated in Compartments 7 and 8 at Waikaia Forest, located 25 km north of Riversdale.

 

A pre-harvest inventory has been carried out in this resource and summary information from the assessment is available to assist purchasers in evaluating the resource.

25/03/2011 Southland District Plan - Buchanan Private Plan Change

The Buchanan Private Plan change to the Southland District Plan 2001 was approved by resolution by the Southland District Council pursuant to Clause 17 of the First Schedule to the Resource Management Act 1991 on 24 December 2010.

Pursuant to Clause 20 of the First Schedule of the Resource Management Act 1991, the Southland District Council has resolved that Buchanan Private Plan Change - Te Anau Residential Zone B - Plan Change 8 to the Southland District Plan 2001, shall become operative on Monday, 4 April 2011.

Land use consent to:

 

           Establish and operate a bulk stock feed importing and distribution activity, including bulk molasses storage, bulk dry feed storage, mixing and distribution operations (including vehicular access to State Highway 6 - Winton Lorneville Highway via Lot 14 and Lot 25 DP 1554, and vehicular access to Channel Road).

 

          Extract a maximum of 31,000 m³ of gravel and displace 1,600 m³ of topsoil to stockpile.

 

          Displace 6,600 m³ of topsoil to stockpile and replace with gravel as foundation for proposed construction activities.

10/01/2011 Revocation of Total Fire Ban

REVOCATION OF TOTAL FIRE BAN

 

 

The Southern Rural Fire Committee as Fire Authority for Southern Rural Fire District gives notice to the public the Total Fire Ban (Prohibited Fire Season) currently in force in the District has been revoked from 9.00 am, Monday 10th January 2011.  This excludes the Naseby Zone where a Total Fire Ban is in place. 

 

1.         The public is reminded that a Restricted Fire Season will remain in place. 

 

2.         No fire shall be lit in the open air within Southern Rural Fire District during the Restricted Fire Season without a written permit from a Rural Fire Officer of the District, except for the following which do not require permits as long as the following conditions are met:

 

(a)        Incinerators; conditions - incinerator is designed to prevent the escape of fire and ashes, is no closer than 5 metres to any building, tree, hedge, fence or other combustible material, a water supply sufficient to control any spread of fire is available, all embers and ashes are totally extinguished after burning and before dark.

 

(b)       BBQ/Cooking Fires; conditions - fire is no closer 5 metres to any building, fence, hedge or other combustible material, a water supply sufficient to control any spread of fire must be available, all embers and ashes are totally extinguished after burning and the BBQ is not left unattended, (gas BBQs are preferred).

 

(c)          Offal Hole (only applies in rural areas); conditions - there must be a cleared area of at least 30 metres from any other combustible material, a water supply sufficient to control any spread of fire must be available.

 

(d)          Hedge/Tree Trimmings (only applies in rural areas); conditions – fire is no larger than 2 metres by 2 metres, fire is 30 metres away from and on the  downwind side of any shelterbelt, trees, fences, buildings or other combustible material and the wind is blowing away from the above.

 

No fires are to be lit when conditions are such or are predicted, (eg strong winds) that the fire is likely to spread.

 

2.         It is the responsibility of people lighting fires to make sure they are safe at all times and cannot spread.  It is no legal defence that the fire was of a type or lit at a time permitted by this notice.

 

3.         People seeking further information or wishing to obtain fire permits can contact the Southern Rural Fire Authority fire permit line during work hours on 0800 773 363.  Please allow 5 working days to process permit applications and undertake inspections of the area concerned. 

 

This notice is issued pursuant to Section 22(2) of the Forest and Rural Fires Act 1977 this 10th day of January 2011.

The Southern Rural Fire Committee as Fire Authority for Southern Rural Fire District gives notice to the public that a Total Fire Ban (Prohibited Fire Season) will be imposed across all land within Southern Rural Fire District from 08.00 am Saturday 18 December 2010 until further notice. 

 

A Total Fire Ban means that no person shall, in the area of the Southern Rural Fire District including urban and rural areas, light any fire in the open air or cause or permit any such fire to be ignited.

 

All fire permits currently issued are suspended and no further fire permits will be issued during the currency of this Total Fire Ban. 

 

The only activity permitted during the Fire Ban is barbeques ignited in a properly constructed container and fuelled by gas only.

Pursuant to the Transport (Vehicular Traffic Road Closure) Regulations 1965, notice is given that Council will close Main Street, Otautau from Alderly Street to Chester Street to normal traffic between the hours of 5.00pm until 8.00pm on Friday 17 December 2010.

 

The purpose of the closure is to hold the Christmas Street Party.

 

A detour will be available east via Alderly Street, Queen Street and Chester Street, or west via Alderly Street, King Street and Chester Street.

 

It will be an offence for vehicles to use the road during the period of closure without the prior written approval of the Group Manager Services and Assets.

01/12/2010 Submissions Open on Proposed Amendments to Earthquake-Prone, Dangerous and Insanitary Building Policy

Southland District Council is proposing to amend its Earthquake-prone, Dangerous and Insanitary Building policy. 

 

Amendments are proposed to the earthquake-prone building part of the policy, but not the approach taken to the dangerous or insanitary building part of the policy. The Southland District Council’s existing earthquake-prone building policy takes a passive approach to structural upgrade but the proposed amendments introduce timeframes for earthquake strengthening of identified “potentially earthquake-prone buildings” from 1 July 2012.

 

Submissions open on the amended policy options today (1 December) and close on 28 January 2011. Copies of the proposed policy can be found on the council website http://southlanddc.govt.nz/consulting or by phoning Council on 0800 732 732 and requesting a copy.

 

Southland District Council welcomes any feedback and wants to encourage everyone to have their say on the direction our policy needs to be taking.

29/11/2010 Proposal to Temporarily Close Road - Palmerston Street, Riverton

Pursuant to the Transport (Vehicular Traffic Road Closure) Regulations 1965, notice is given that Council proposes to close Palmerston Street from Princess Street to Napier Street to normal traffic between the hours of 12 noon and 3.00pm on Saturday 8 January 2011.

 

The purpose of the closure is to enable the Riverton Demi Semi Sept(175) Centennial event to be held.

 

A detour will be available east via Princess Street, Havelock Street and Napier Street or west via Princess Street, Bath Road and Napier Street.

 

Any person objecting to the proposal should lodge notice at the office of the Southland District Council at 117 Palmerston Street, Riverton or at 15 Forth Street, Invercargill of his/her objection and grounds thereof in writing before 5.00pm on Friday 10 December 2010.

PURSUANT to Section 52 of the Local Electoral Act 2001, I hereby give notice that on Friday, 11 February 2011, the following elections will be held under the First Past the Post electoral system by postal vote:

 

ELECTION OF ONE MEMBER FOR THE EDENDALE COMMUNITY BOARD. 

ELECTION OF ONE MEMBER FOR THE WALLACETOWN COMMUNITY BOARD. 

ELECTION OF ONE MEMBER FOR THE WYNDHAM COMMUNITY BOARD. 

 

Nominations of candidates must be in my hands, at the Southland District Council Office, 15 Forth Street, Invercargill not later than 12.00 noon on Thursday, 23 December 2010. 

 

Each candidate must be nominated on the prescribed nomination paper, which must be accompanied by a deposit of $200 (gst inclusive) prior to the close of nominations, which may be paid by cash, Eftpos, bank cheque or personal cheque.
