Representation Review 2006

On 12 July 2006, the Southland District Council reviewed its representation arrangements, and resolved that the below proposal apply for the Council and its Community Boards for the elections to be held on 13 October 2007. Submissions on the Council's proposal were invited and four submissions were received. The Council considered these and made no changes to the initial proposal and notified this as its final proposal on 16 September 2006. No appeals were received by the closing date of 5.00 pm, 18 October 2006. As such, the proposal now becomes the basis for the next triennial election.

Under section 19Y of the Local Electoral Act 2001, the Council determines that for the general election of the Southland District Council to be held on 13 October 2007, the following representation arrangements shall apply -

(1) Southland District as delineated on S.O. Plan 12073 deposited with Land Information New Zealand, shall be divided into 12 wards;

(2) Those 12 wards shall be -
(a) Stewart Island/Rakiura Ward, comprising the area delineated on S.O. Plan No. 11492 deposited with Land Information New Zealand;
(b) The Tuatapere Ward, comprising the area delineated on S.O. Plan No. 11490 deposited with Land Information New Zealand;
(c) The Five Rivers Ward, comprising the area delineated on S.O. Plan No. 11808 deposited with Land Information New Zealand;
(d) The Te Tipua Ward, comprising the area delineated on S.O. Plan No. 12070 deposited with Land Information New Zealand;
(e) The Waikaia Ward, comprising the area delineated on S.O. Plan No. 12069 deposited with Land Information New Zealand;
(f) The Toetoes Ward, comprising the area delineated on S.O. Plan No. 11498 deposited with Land Information New Zealand;
(g) The Wallacetown Ward, comprising the area delineated on S.O. Plan No. 11814 deposited with Land Information New Zealand;
(h) The Waihopai Ward, comprising the area delineated on S.O. Plan No. 11813 deposited with Land Information New Zealand;
(i) The Riverton/Aparima Ward, comprising the area delineated on S.O. Plan No. 11815 deposited with Land Information New Zealand;
(j) The Te Anau Ward, comprising the area delineated on S.O. Plan No. 11491 deposited with Land Information New Zealand;
(k) The Wallace Ward, comprising the area delineated on S.O. Plan No. 12072 deposited with Land Information New Zealand;
(l) The Winton Ward, comprising the area delineated on S.O. Plan No. 12071 deposited with Land Information New Zealand.

(3) The Council shall comprise the Mayor and 12 members, elected as follows -
(a) one member shall be elected by the electors of the Stewart Island/Rakiura Ward; and
(b) one member shall be elected by the electors of the Tuatapere Ward; and
(c) one member shall be elected by the electors of the Five Rivers Ward; and
(d) one member shall be elected by the electors of the Te Tipua Ward; and
(e) one member shall be elected by the electors of the Waikaia Ward; and
(f) one member shall be elected by the electors of the Toetoes Ward; and
(g) one member shall be elected by the electors of the Wallacetown Ward; and
(h) one member shall be elected by the electors of the Waihopai Ward; and
(i) one member shall be elected by the electors of the Riverton/Aparima Ward; and
(j) one member shall be elected by the electors of the Te Anau Ward; and
(k) one member shall be elected by the electors of the Wallace Ward; and
(l) one member shall be elected by the electors of the Winton Ward.

(4) There shall be 12 communities as follows:
(a) The Te Anau Community, comprising the area of the Te Anau Ward as shown on S.O. Plan No. 11491 deposited with Land Information New Zealand;
(b) The Tuatapere Community, comprising the area of the Tuatapere Ward as shown on S.O. Plan No. 11490 deposited with Land Information New Zealand;
(c) The Wallace Community, comprising the area of the Wallace Ward as shown on S.O. Plan No. 12072 deposited with Land Information New Zealand;
(d) The Winton Community, comprising the area of the Winton Ward as shown on S.O. Plan No. 12071 deposited with Land Information New Zealand;
(e) The Stewart Island Community, comprising the area of the Stewart Island/Rakiura Ward as shown on S.O. Plan No. 11492 deposited with Land Information New Zealand;
(f) The Balfour Community, comprising of the Balfour township as shown on S.O. Plan No. 11515 deposited with Land Information New Zealand and incorporating a wider area as shown in Map A;
(g) The Edendale Community, comprising of the Edendale township as shown on S.O. Plan No. 11517 deposited with Land Information New Zealand and incorporating a wider area as shown in Map B;
(h) The Lumsden Community, comprising of the Lumsden township as shown on S.O. Plan No. 11514 deposited with Land Information New Zealand and incorporating a wider area as shown in Map C;
(i) The Riversdale Community, comprising of the Riversdale township as shown on S.O. Plan No. 11516 deposited with Land Information New Zealand and incorporating a wider area as shown in Map D;
(j) The Riverton/Aparima Community, comprising of the Riverton township as shown on S.O. Plan No. 12077 deposited with Land Information New Zealand and incorporating a wider area as shown in Map E;
(k) The Wallacetown Community, comprising of the Wallacetown township as shown on S.O. Plan No. 12079 deposited with Land Information New Zealand;
(l) The Wyndham Community, comprising of the Wyndham township as shown on S.O. Plan No. 11518 deposited with Land Information New Zealand.

(5) The membership of the community board for each community shall be as follows:
(a) The Te Anau Community Board shall comprise six elected members and one member of the Council representing the Te Anau Ward and appointed to the community board by the Council;
(b) The Tuatapere Community Board shall comprise six elected members and one member of the Council representing the Tuatapere Ward and appointed to the community board by the Council;
(c) The Wallace Community Board shall comprise six elected members and one member of the Council representing the Wallace Ward and appointed to the community board by the Council;
(d) The Winton Community Board shall comprise six elected members and one member of the Council representing the Winton Ward and appointed to the community board by the Council;
(e) The Stewart Island Community Board shall comprise six elected members and one member of the Council representing the Stewart Island/Rakiura Ward and appointed to the community board by the Council;
(f) The Balfour Community Board shall comprise six elected members and one member of the Council representing the Waikaia Ward and appointed to the community board by the Council;
(g) The Edendale Community Board shall comprise six elected members and one member of the Council representing the Te Tipua Ward and appointed to the community board by the Council;
(h) The Lumsden Community Board shall comprise six elected members and one member of the Council representing the Five Rivers Ward and appointed to the community board by the Council;
(i) The Riversdale Community Board shall comprise six elected members and one member of the Council representing the Waikaia Ward and appointed to the community board by the Council;
(j) The Riverton/Aparima Community Board shall comprise six elected members and one member of the Council representing the Riverton/Aparima Ward and appointed to the community board by the Council;
(k) The Wallacetown Community Board shall comprise six elected members and one member of the Council representing the Wallacetown Ward and appointed to the community board by the Council;
(l) The Wyndham Community Board shall comprise six elected members and one member of the Council representing the Toetoes Ward and appointed to the community board by the Council;

(6) As required by Sections 19T(b) and 19W(c) of the Local Electoral Act 2001, the boundaries of the above wards and communities will coincide with the boundaries of statistical meshblock areas determined by Statistics New Zealand following a review currently being undertaken for this purpose. The review, as agreed with Statistics New Zealand, will change meshblock boundaries in the communities of Edendale, Riversdale and Riverton/Aparima to match the boundaries shown in the maps. These meshblock areas are also used for Parliamentary electoral purposes.
