Southland District Council processes resource consents for gravel extraction on land within the District. Environment Southland processes resource consents for gravel extraction from the beds of rivers and streams.

This information relates only to consents from Southland District Council. The Southland District Plan outlines rules letting you know if you need a resource consent.

You may not need a resource consent when:

  • you are in the General Rural Zone and;
  • you plan to extract up to 1,500m3 within 12 months, and the gravel is to be used on the same property
  • you must also meet criteria including how far away you are from buildings or water and the gravel must not be transported on formed public roads
  • the extraction is not undertaken in an area of Outstanding Natural Features and Landscapes
  • if the extraction site isn't visible from a public place, up to 5,000m3 could be extracted without consent, although there are additional criteria that still must be met.

You will need a resource consent when:

  • you are in any zone other than the General Rural Zone
  • you want to extract more than 1,500m3 within 12 months, or more than 5,000m3 where the extraction site is not visible from a public place
  • you need to transport the gravel on a formed public road, are within an area of Outstanding Natural Features and Landscapes, or you do not meet any of the other setback or permitted activity requirements.

Why do I need a resource consent?

Extracting gravel can have a negative effect on the environment, including creating noise or dust issues for neighbours, negative visual impacts, or affecting waterways.

Who will I need to consult?

It depends on where you want to extract gravel from. You may want to discuss your application with your neighbours or other interested parties, including iwi, Environment Southland and Fish & Game. You may also want to seek their written approval before lodging your application.

What do I include in my application?

You will need to include:

  • a complete application form
  • the processing deposit fee
  • a detailed site plan
  • an assessment of environmental effects
