Southland District Council, PO Box 903, Invercargill 9840 has received an application from: Bromoore Gold Limited
Land use consent to establish, operate and maintain an alluvial gold mining operation and to undertake earthworks associated with gold mining activity to be completed within a 5-year period; a 10-year expiry period within which to give effect to the consent rather than the standard 5 year consent duration; and land use consent for the disturbance of soil in accordance with Clause 11 of the National Environmental Standard (for Assessing and Managing Contaminants in Soil to Protect Human Health in the absence of a Detailed Site Investigation to address potential unexpected contamination
Winding Creek Road, Waikaia - more specifically the ‘application site’ is either side of Winding Creek Road within Glencairn Station Limited-owned land, approximately 2 kilometres east of Waikaia Township in the Winding Creek/Argyle Burn Valley (NZTM 1278691 E 4928280 N)
Pt Section 112 Blk I Waikaia SD (RT 493762), Section 121 Blk I Waikaia SD (RT 493762), Pt Section 114 Blk I Waikaia SD (RT 493762), Lot 2 DP 424132 (RT 493762) and Lot1 DP 424132.
The site is located in the Rural Zone and the southern aspect of the ‘application site’ is subject to the Mountains Overlay under the Operative Southland District Plan 2018.
RURAL.1.6(1) and (2) breach of the extraction volumes within 20m of the Argyle Burn, within 100m of a property boundary and affecting an archaeological site;
RURAL.4 breach of the rural noise provisions;
RURAL HAZS.1 breach of the store volumes of diesel in the Rural Zone;
RURAL SIGN.2 breach of the sign size limitations in the Rural Zone;
RURAL.1(8)(1)(a) earthworks exceeding permitted volumes on a contaminated or potentially contaminated piece of land;
NSE.14 breach of the noise limitations when measured at Winding Creek Road boundary;
The application is also a discretionary activity pursuant to Clause 11 of the Resource Management (National Environmental Standard for Assessing and Managing Contaminants in Soil to Protect Human Health) Regulations 2011 as soil disturbance is proposed on a HAIL registered site (Historic landfills) with no detailed site investigation provided.
The application includes an assessment of environmental effects. The application may be inspected at: Council Offices at 15 Forth Street, Invercargill during normal office hours. The application is also available on the Southland District Council website.
