Expressions of interest for dust suppression subsidy

Southland District Council, along with Waka Kotahi NZ Transport Agency, is offering to subsidise a semi-permanent 150-metre Otta seal treatment, which will help to suppress dust caused by traffic on gravel roads.

What is Otta seal?

Otta seal is a type of bituminous surface treatment that was developed to be used as a temporary surfacing on roads. However, it has been used effectively on permanent roads as well as proving to be effective in suppressing dust. It is a cheaper option than traditional bitumen chip-sealing.

How long will it last?

SDC will maintain the Otta seal at SDC’s cost for a guaranteed period of five years. At its discretion, SDC may continue to maintain the Otta seal for more than five years, if it is economical to do so.

What happens after I apply?

Your expression of interest will be considered and SDC will notify you whether your expression of interest has been successful. If registrations of interest exceed the budget available, a prioritisation process will be used to ensure the highest priority sites are given first opportunity for the subsidy.

When will I find out if my expression of interest for the Otta seal subsidy has been successful?

This will be dependent on the number of registrations of interest. However, it is hoped to have a finalised works programme committed before Christmas.

If my expression of interest is successful, when can I expect to have my road Otta sealed?

We hope to have a finalised works programme in place before Christmas and treatments will begin to be applied from early in 2022. If you feel you need a dust suppressant applied to your road sooner than this, you may need to consider other, unsubsidised, options (see below).

What happens after five years, or when Council deems my Otta seal surface uneconomical to continue maintaining?

You may opt to end the service and revert to gravel road, or reapply for a renewal based on the dust suppressant policy at the time.

What happens if I apply now and don’t get chosen for the Otta seal subsidy?

You may choose to apply again for the subsidised Otta seal treatment next year, or you may choose to investigate other, unsubsidised, alternatives. These include the unsubsidised SDC scheme Otta seal treatment, which is available for $16,000 plus GST, and includes SDC’s five-year maintenance guarantee.

What other options are available?

Environment Southland is aware of one commercial product, Gravel Lock Road Dust Control, which is approved under the Hazardous Substances and New Organisms Act 1996 for use as a dust suppressant and can be used without resource consent being obtained.
